Background of the Department

The Department of Valuation & Property Management was established in 1958 and was originally known as the Municipal Valuation Office. In 1975, the department was renamed the Department of Valuation & Property Management of the Kuala Lumpur City Hall (DBKL) to align with its function of property valuation and management. The main function of the department is to carry out assessment valuations on approximately 726,425 private properties in the Federal Territory of Kuala Lumpur, which contribute a revenue of RM1.43 billion as of December 2022.

The department is led by a Director (Jusa C) and is assisted by two Senior Deputy Directors (W54), two Deputy Directors (W52), four Chief Assistant Directors (W48/J48), and 24 Group A officers. As of 2022, the department has a total of 302 staff members.

Objective

To ensure private properties in the Federal Territory of Kuala Lumpur are valued for assessment tax purposes in accordance with the provisions of the Local Government Act 1976, manage the property of the Mayor, and provide property valuation advisory services to internal DBKL departments efficiently and effectively.

Functions

Conduct property tax assessments on private properties in the Federal Territory of Kuala Lumpur.
Perform valuation of contributions for properties owned by the Federal Government, State Government, and Statutory Bodies.
Carry out market value assessments, compensation value, rental value, lease value, insurance value, and feasibility studies for properties owned by DBKL or those proposed for purchase/rental/reacquisition by DBKL.
Perform development charges valuation as requested by the DBKL Town Planning Department.
Manage land applications, land rentals, and annual tax payments for DBKL-owned lands.
Oversee and maintain DBKL-owned office buildings, factories, apartments, and condominiums.
Manage strata title applications for DBKL-owned public housing.
Supervise the management and maintenance of strata buildings throughout the Federal Territory of Kuala Lumpur in the capacity of the Kuala Lumpur Building Commissioner.
Conduct surveys for engineering, orthophoto, land acquisition, land applications, underground utility detection, and geospatial work, as well as provide advisory services for DBKL projects.

CHANGE OF OWNER NAME (FORM I & J) AND ASSESSMENT TAX MAILING ADDRESS

Starting from April 1, 2023, applications for the change of owner name and mailing address for assessment tax must be made online via the ePenilaian & Property Public Portal (ejpph.dbkl.gov.my).

Each name change process must go through the ejpph.dbkl.gov.my Portal by uploading the following documents:

Copy of Identity Card / Passport / SSM
Copy of Sale and Purchase Agreement (front page, second page/stamped page, purchase price schedule, and signature page of seller and buyer)
Assessment Tax Bill Information
Copy of Death Certificate / Will (if applicable)

Cukai Taksiran

1. Apa itu cukai taksiran?

Cukai yang dikenakan oleh DBKL ke atas pemilik harta untuk menyediakan perkhidmatan, penyelenggaraan dan pembangunan Kuala Lumpur.

2. Bagaimana cukai taksiran ditentukan?

Beberapa peratus (%) daripada Nilai Tahunan.

3. Adakah tanah kosong dikenakan cukai taksiran?

Ya, semua harta samada bangunan atau tanah kosong boleh dikenakan cukai taksiran.

4. Bagaimana Nilai Tahunan ditentukan?

i) Bangunan
Anggaran sewa kasar setahun yang dijangka munasabah diperolehi daripada bangunan berkenaan.

ii) Tanah kosong
10% daripada nilai pasaran tanah.

5. Berapa cukai taksiran yang perlu dibayar?

Cukai taksiran yang perlu dibayar adalah seperti berikut :-

Nilai Tahunan x Kadar peratusan cukai taksiran

Contoh :-
Nilai Tahunan = RM 13,200
Kadar = 4%
Cukai Taksiran = RM 528 setahun/ RM 264 untuk 6 bulan

6. Bagaimana Nilai Tahunan ditentukan bagi harta yang diduduki sendiri?

Penentuan Nilai Tahunan masih lagi sama iaitu berasaskan anggaran sewa kasar setahun yang dijangka munasabah diperolehi sekiranya harta tersebut disewakan.

7. Mengapa cukai taksiran harta saya berbeza dengan jiran saya?

Perbezaan tersebut disebabkan oleh:-

Keluasan lantai bangunan (tambahan / ubahsuaian)
Kedudukan unit seperti unit tepi
Kegunaan harta

8. Sehingga bilakah Nilai Tahunan sedia ada akan dikekalkan?

Nilai Tahunan akan kekal sehingga Penilaian Semula kecuali terdapat pindaan kepada Senarai Nilaian mengikut Seksyen 144, Akta Kerajaan Tempatan 1976 (Akta 171). Pindaan Senarai Nilaian dibuat atas sebab-sebab berikut:-

Bangunan baru
Bangunan diubahsuai/ tambahan binaan
Bangunan runtuh atau dirobohkan
Keluaran hakmilik baru
Perubahan nilai pada harta yang disebabkan oleh peruntukan undang-undang berkaitan dengan perancangan
Pembetulan penilaian sedia ada

9. Bolehkah saya membuat bantahan sekiranya tidak berpuashati dengan pindaan Senarai Nilaian?

Boleh. Apabila pemilik menerima Notis Kenyataan Pindaan Senarai Nilaian dan tidak berpuashati dengan cadangan Nilai Tahunan yang dinyatakan dalam notis, pemilik boleh mengemukakan bantahan bertulis dalam tempoh 10 hari sebelum tarikh Mesyuarat Pendengaran Bantahan.

Setiap bantahan yang layak akan didengar oleh DBKL melalui Mesyuarat Jawatankuasa Pendengaran Bantahan Cukai Pintu.

10. Di manakah mesyuarat bantahan diadakan?

Lokasi, tarikh dan masa Mesyuarat Pendengaran Bantahan akan dinyatakan di dalam Notis Mendengar Bantahan setelah anda mengemukakan bantahan secara bertulis ke Jabatan ini.

11. Siapakah yang dibenarkan membantah?

Pemilik atau wakil yang diberi kuasa.

12. Apakah perkara/ alasan yang boleh dibantah?

Tuan/puan boleh membuat bantahan berdasarkan alasan yang diperuntukkan di bawah Seksyen 142 Akta Kerajaan Tempatan 1976 (Akta 171) :

* Cadangan Nilai Tahunan tinggi / rendah.
Contoh: Sewa setahun yang munasabah bagi harta tuan/puan adalah RM 18,000 tetapi Nilai Tahunan yang dicadangkan adalah RM 30,000 ataupun keadaan sebaliknya.

* Harta tuan/ puan tidak sepatutnya atau tidak boleh dikenakan cukai taksiran.
Contoh: Sekolah, rumah ibadat, kemudahan awam dan lain-lain.

* Harta lain tertinggal untuk dinilai ataupun tidak dinilai.
Contoh: Pihak DBKL tidak menilai atau mengenakan cukai taksiran bagi harta milik jiran tuan/puan.

* Nilaian sepatutnya dibuat secara bersama / berasingan.
Contoh: Kedai pejabat 3 tingkat yang dijual strata kepada pemilik yang berbeza tetapi dinilai secara bersama dalam satu Nilai Tahunan kepada satu pemilik sahaja.

13. Mengapa saya perlu membayar cukai taksiran sedangkan saya telah membayar yuran penyelenggaraan bangunan?

Cukai taksiran dan yuran penyelenggaraan adalah dua (2) perkara yang berbeza. Yuran penyelenggaraan adalah untuk menyelenggara kawasan gunasama harta tuan/puan. Manakala cukai taksiran adalah untuk perkhidmatan perbandaran seperti membaiki jalan, kemudahan rekreasi, kemudahan infrastruktur dan lain-lain.

14. Bolehkah saya dikecualikan dari membayar cukai taksiran sekiranya harta saya kosong / tidak diduduki?

Tidak boleh dikecualikan, namun tuan/puan boleh memohon untuk mendapatkan elaun kekosongan di Bahagian Hasil, Jabatan Kewangan DBKL di talian 03-2617 9000 atau laman sesawang jkew@www.dbkl.gov.my

15. Di manakah saya boleh membuat aduan sekiranya tidak berpuashati dengan mutu perkhidmatan DBKL?

Building Commissioner Division (COB)

Department Background

The Kuala Lumpur Building Commissioner Division (COB) was established on April 12, 2007, in line with the enforcement of the Building and Common Property (Maintenance and Management) Act 2007 (Act 663), which was later repealed and replaced by the Strata Management Act 2013 (Act 757) effective June 1, 2015.

COB is part of the Valuation and Property Management Department (JPPH), DBKL. This division functions as the implementing and regulatory authority for laws related to the management and maintenance of stratified buildings and common properties in the Federal Territory of Kuala Lumpur. Additionally, COB plays a role in sustainability by ensuring the well-being and harmony between developers, buyers, and property owners in high-rise (strata) developments.

The Mayor of Kuala Lumpur is the Building Commissioner, while the Executive Directors (Planning) and (Management) serve as Deputy Building Commissioners.

To execute general or specific directives, powers, and duties assigned to the Kuala Lumpur Building Commissioner, a total of 39 personnel were placed in COB as of 2018. The division is led by a Senior Deputy Director (W54) as the Head of Division, assisted by a Deputy Director (W52) who also serves as Deputy Head of Division, along with eight Group A officers.

Objective

To ensure that property owners, developers, Joint Management Bodies (JMB), and Management Corporations (MC) comply with and enforce all provisions of Act 757, effective from June 1, 2015.

Functions

Monitoring the filing and reviewing of Parcel Schedules and assigned share units for new/existing developments (if applicable) by developers/JMBs.
Monitoring the first-time establishment of JMBs through the filing of notices regarding the developer's intent to hand over vacant possession.
Monitoring the first-time establishment of MCs after the initial period when at least one-quarter of the aggregate share units have been transferred.
Providing advisory services and monitoring the proceedings of subsequent annual general meetings held by JMBs/MCs.
Offering legal, accounting, technical, management, and maintenance advisory services related to developers, JMBs, and MCs, and acting as a mediator when necessary.
Monitoring the filing of audited accounts certified by developers, JMBs, or MCs.
Monitoring technical complaints or damages involving developers, JMBs, MCs, buyers, and owners.
Appointing and supervising management agents by COB.
Implementing enforcement actions.
Processing applications for sworn affidavits for detention warrants by developers, JMBs, or MCs.
Reviewing Additional By-Laws filed by developers, JMBs, or MCs.
Updating property registries related to JMBs/MCs.
Conducting training, programs, and activities involving COB, JMBs, MCs, buyers, and property owners.
Preparing guidelines and Standard Operating Procedures (SOPs) for JMBs, MCs, buyers, and property owners.
Providing property ownership data search services (*subject to approval by the Head/Deputy Head of COB Division). Each search request is subject to a search fee based on the number of data records requested.

This counter provides services for city residents to conduct property ownership searches, update ownership details via Forms I & J, and update mailing addresses for assessment tax bills.

2. OWNERSHIP TRANSFER UPDATES VIA FORMS I & J
For each ownership transfer update via Forms I & J, the following documents must be submitted:
1. Copy of the Sale and Purchase Agreement or Grant
2. Copy of the New Owner’s Identity Card
3. Copy of the Paid Assessment Tax Bill
4. If the property is under a company, submission of SSM (Companies Commission of Malaysia) documents is required.

To conduct a property ownership search, the following details must be provided:

2. Street Name
3. Section
4. Property Location Plan
A fee of RM40.00 per search is applicable, and the provided information will include:
